IPC-40034: A single Reference clock port can drive up to 12 channels

Description

Any individual top level Reference clock port can drive up to 12 transceiver channels, as every side (shoreline) has a total of 12 channels.

Recommendation

Modify netlist connectivity to ensure that any top level port, feeding the Reference clock, is driving up to 12 channels of transceivers.
