Why Are Semiconductors Important?

“There is no ‘digital’ without chips,” as Margrethe Vestager, European Commission Executive Vice-President, said. Technology has never been more essential to daily life, with four key superpowers ― cloud, 5G fuelled connectivity, Artificial Intelligence and the intelligent edge ― set to transform the world. Semiconductors are essential to all of those.

The adoption of digital technologies has been further accelerated by the pandemic, as the worlds of work, education and entertainment shift to online formats.

The EU economy is undergoing a transformation, a digitalization of entire sectors and industries, for which semiconductors, especially leading-edge semiconductors, provide the foundation.

"There are very few companies that can do leading-edge process technology. It’s an expensive industry. We need your partnership to be able to solve such enormous problems and to create such enormous opportunities."

― Pat Gelsinger,  Intel CEO

The Issue

The chip shortage in Europe is a wake-up call. We have a shared opportunity to do something about the future.

"We have no time to lose. Our capacity to produce the most advanced semiconductors will contribute to the development of all our industrial ecosystems, of our future industrial leadership but also our geopolitical weight."

― Thierry Breton, EU Commissioner for Industry and Internal Market, announcing the EU Chips Act

Intel is Investing in Europe

Our ability to meet this increase in the need for computing power depends on semiconductors. By investing in the European semiconductor ecosystem, Intel is contributing to the EU’s goal to more than double its share of global chip manufacturing, from the current 9%, to 20% by 2030.

Intel has been part of the EU manufacturing ecosystem for more than 30 years. We have invested €18 billion to date in our European manufacturing operations, including €5.5 billion over the past two years invested in Ireland to bring advanced chip manufacturing to Europe. Intel is also continuing to invest in its Leixlip, Ireland, expansion project, spending an additional 12 billion euros and doubling the manufacturing space to bring Intel 4 process technology to Europe and expand foundry services. Once complete, this expansion will bring Intel’s total investment in Ireland to more than 30 billion euros.

Intel has long and successful partnerships across the European ecosystem, including IMEC in Belgium and ASML in the Netherlands. The company employs over 10,000 people across Europe, in Ireland, Germany, Poland, France and many other European countries, supporting R&D and manufacturing and powering innovation globally.

With over 50 years of history as a leader in the high-tech industry, Intel is well placed as a technology partner for Europe. With the launch of Intel Foundry Services, we are expanding our ability to support the manufacturing needs of European chip designers for advanced semiconductors.

Intel shares Europe’s values for technology leadership, centred on sustainability, trustworthiness and responsible sourcing. Our common goals are to increase sustainable, advanced semiconductor manufacturing in Europe to mitigate the risks of the EU’s over-reliance on a single region in the world for its chip supply.

Are Chips the Testbed for Increased Transatlantic Cooperation?

The EU and US have proposed plans to restore resilience and balance for one of the world’s most foundational technologies and essential industries. While pursuing complete self-sufficiency as a goal would be unrealistic, the proposals are designed to provide public funding for each region’s critical semiconductor needs. Both plans provide public support to help increase private investment in semiconductor R&D and manufacturing, but the plans have distinct implementation strategies and requirements.
