Description:
This patch fixed a hardware failure whereby M20K simple dual-port RAM read data may be incorrect when the altera_syncram is configured as follows:

Port:
	The clocken1 is inverted

Parameters:

	altera_syncram_component.operation_mode  = " DUAL_PORT"
	altera_syncram_component.ram_block_type  = "M20K"
	altera_syncram_component.clock_enable_input_b  = "BYPASS"
	altera_syncram_component.clock_enable_output_b  = "NORMAL"
	altera_syncram_component.address_reg_b  = "CLOCK1"
	altera_syncram_component.outdata_reg_b  = "CLOCK1"

Caution - You must either have previously installed the
          Intel(R) Quartus(R) Prime 20.4 software or must
          install the Intel(R) Quartus(R) Prime 20.4 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Intel(R) Quartus(R) Prime
          software will not run properly.
