Description:
This patch fixes an IE when generating IBIS models on a Stratix10 DX part. A few reset pins on the XCVR die were not recognized as XCVR pins and were not skipped, causing the IE. The fix is checking for the XCVR reset trait on the pad, and skipping those pins.

Caution - You must either have previously installed the
          Quartus Prime 20.2 software or must
          install the Quartus Prime 20.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
